Mandela Secession Proposal (second) is defeated.

Similar to a proposal rejected in 1986, the referendum question on the ballot in predominantly African-American neighborhoods asks if those neighborhoods should secede from Boston to form an independent city to be called Mandela. The proposal is again defeated, this time by a margin of 20,669 to 11,005, with 19,700 ballots left blank.
